The DDS division has 500 employees and is responsible for accurate and timely medical determinations for Social Security and Medicaid applicants.

Mr. Scales has been the Director of the DDS for approximately 7 years. He has been with the VA for 20 years and has worked in multiple capacities. Mr Scales has a well-rounded organizational background with experience as a disability examiner, lead worker, office/operations manager, budget/administrative manager, business process specialist, director of operations, and currently division director.

Leon Scales received a degree in History and a degree in Public Administration from Virginia Tech and the Commonwealth of Virginia Executive Institute. Mr. Scales has received many awards for his work with the Virginia Department for Aging and Rehabilitative Services and the Social Security disability program. The VA is the recipient of the SSA Associate Commissioner Phoenix Award, as well as multiple SSA Regional and SSA Associate Commissioners Citations. Mr. Scales is the Philadelphia Region Administrator Representative for the National Disability Interest Group.
