Judge Fowler attended the U.M.K.C. School of Law. After two years with the Municipal Court Defense Unit of Legal Aid of Western Missouri, she started her own solo practice. She was appointed as an Administrative Law Judge for the Division of Workers’ Compensation in 2000.
